Vision

Ho Chi Minh City’s lifelong learning vision aims to cultivate an inclusive and modern educational environment supported by digital technologies. In the medium term, the city seeks to ensure literacy and basic skills for all, promote digital learning and maintain effective community-based learning models. Long-term goals include providing equal access to diverse, flexible educational systems and fostering digital and global learning citizens. Under the UNESCO GNLC framework, the city will focus on gaining international recognition, mobilizing resources to promote lifelong learning opportunities, and engaging in global knowledge exchanges.

Policies, plan and implementation

Sustainability and health
The city issues policies and plans to develop learning provision that supports people’s health and well-being, aiming to educate its citizens on life sciences and personal health. These programmes contribute towards raising awareness about health protection and applying scientific knowledge to daily life. The city also pursues sustainable development objectives, including improvements to the living environment, urban planning, transportation, health care services, food safety and clean water availability for the public.
Equity and inclusion
Ho Chi Minh City has implemented policies that provide educational support for pre-schoolers, students, and ethnic minority scholars, especially those living in remote areas. The city offers tuition waivers and financial support and has established 33 special education units for students with disabilities. These initiatives aim to ensure that all citizens, including those from economically disadvantaged backgrounds, have equal access to diverse learning opportunities.
Decent work and entrepreneurship
Ho Chi Minh City is working to create sustainable employment and foster entrepreneurship.
