In the medium term, the city aims to establish a Hanam-specific learning ecosystem and expand consumer-centred digital learning services. Hanam’s long-term vision focuses on creating a sustainable global learning city that offers learning opportunities for all age groups. Hanam is committed to data-based policy advancements, providing accessible learning opportunities and efficiently utilizing the city’s resources to promote lifelong learning.

Policies, plan and implementation

Sustainability and health
Hanam delivers ESD and SDG-related programmes, and provides climate change and carbon neutrality education. Additionally, the city offers health education programmes, including gymnastics and art programmes to support the well-being of older adults, focusing on dementia prevention and psychological well-being.
Equity and inclusion
The city has strategically placed learning centres, libraries and online resources to ensure accessibility for all residents. Specialized programmes cater to diverse groups, including adults with low literacy, older learners and individuals with disabilities.
Decent work and entrepreneurship
Hanam offers extensive training programmes that create jobs for residents. These ultimately permit individuals to work as consultants, instructors and lifelong learning managers. Hanam’s strategy also extends to the workplace, promoting a culture of lifelong learning through courses on corporate management and skill enhancement. Additionally, night classes in empty subway stations make learning more accessible for office workers.

Good practices

Designation and operation of lifelong learning centres as bases for each area
To address the learning gap between new and old lifelong learning centres, Hanam has set up eight base centres in community centres and libraries for 1:1 lifelong learning consulting. Social participation programmes for women and middle-aged people who have left the workforce, and a tiered training course for citizens, aim to create a virtuous cycle of learning, sharing and growth.
Hanam Palette project
Since 2019, Hanam has conducted workshops and seminars for public officials across all departments, resulting in 67 initiatives aimed at fostering lifelong learning. Interdepartmental collaboration through 2023 led to new initiatives and helped spread awareness of lifelong learning’s importance among officials.
Expansion of citizen-led lifelong learning village communities
Hanam’s lifelong learning villages, now numbering 24 in total, offer tailored courses to over 32,000 participants annually. The programme not only creates jobs, e.g. for learning managers, but also strengthens community ties through festivals, environmental campaigns and learning clubs.
