The municipality’s ultimate goal is to become a smart city, fostering lifelong learning and inclusivity through effective governance.

Policies, plan and implementation

Sustainability and health
Ica actively addresses environmental concerns with a waste treatment plant focused on separation, recycling and recovery. Sustainability is tied to cultural and environmental education integrated into the school curriculum through the EDDUCA municipal programme. The city also emphasizes social and emotional health, promoting a preventive health culture, social development and healthy behaviours, especially with regard to nutrition and physical activity. Ica seeks to cultivate responsible community growth through knowledge-sharing and creative experimentation in healthy environments.
Equity and inclusion
The city generates open spaces that emphasize gender equality and the integration of migrant communities, ensuring equal opportunities for diverse audiences of all ages. This open classroom approach and community engagement in multisectoral actions empowers citizens through workshops on leadership, self-esteem and identity, fostering an inclusive and equitable learning environment.
Decent work and entrepreneurship
Ica provides citizens with training programmes to enhance their entrepreneurial skills and facilitate their entry into the labour market. The municipality also emphasizes respect for fundamental workers’ rights, promoting freedom of association and collective bargaining. Additionally, digital literacy initiatives are in place to prepare citizens for decent employment and hone their entrepreneurship skills.

Good practices

EDDUCA
This initiative focuses on promoting healthy habits in a green environment, and on strengthening the academic community through theatre and practical learning. It aims to harness technological innovations to foster environmental protection and recycling in the city.
Abraham Valdelomar International Book Fair
This international book fair promotes reading by engaging directly with readers. It recently attracted 195,000 attendees over 15 days, offering access to books and readings alongside various cultural and educational activities. Furthermore, the fair supports local publishing houses and entrepreneurship in the publishing industry.
Municipal Academy (MUNIAPRENDO)
This programme supports the cognitive development of citizens aged 8 to 25 in the fields of the arts, sports, leadership and entrepreneurship. It promotes equity and inclusion, resulting in a community of trained, empowered individuals. In 2022, around 400 citizens benefited from this initiative.
