Vision

The city’s vision as a learning city encompasses both short-term and long-term goals. In the short term, it aims to establish sustainable learning environments and health care, and combat climate change. Long-term objectives focus on empowering individuals, nurturing a healthy society, preserving culture and enhancing social services. Inclusivity, technological integration and continuous infrastructure evaluation are key priorities.

To realize diversity, enrichment and sustainability, and to contribute to a better present and future, it is important for the city of Muscat to balance the concerns and requirements of local heritage and history with the need for stronger external communication and openness by developing into a learning city and exchanging experiences at a global level.

Policies, plan and implementation

Sustainability and health
The city’s approach to health and sustainability includes promoting active forms of transportation, like walking and cycling. Educational programmes and health volunteering foster social cohesion and community engagement. Sustainable business models, clean tourism and research on issues like internet addiction and electronic cigarette use contribute to a holistic approach towards health and sustainability.
Equity and inclusion
Muscat ensures accessible lifelong learning and health care services for all, including people with disabilities. The city fosters inclusion across nationalities, offers diverse activities and provides access to technology. It promotes social cohesion, mental health and healthy lifestyles while bridging geographical gaps through creative workshops and educational performances.
Decent work and entrepreneurship
Muscat integrates decent work and entrepreneurship into its learning city strategy. It encourages community-based entrepreneurship, aligning with local and international standards. The city fosters an entrepreneurial culture through education, and utilizes cultural heritage for job opportunities. Modern curricula and home-based projects enhance individual and family income, with support from higher education institutions and local expertise.

Good practices

Muscat Health Volunteering Team
The Muscat Health Volunteering Team trains community members to provide quality health services, e.g. to administer insulin, manage wounds and offer mental health support. The team conducts educational events, participates in health campaigns and works with Basic Life Support (BLS) providers. As Muscat’s first health volunteering unit, members promote health volunteering and collaborate with various sectors.
The Sustainable City Yiti
The Sustainable City Yiti is a project exemplifying social, environmental and economic sustainability. It prioritizes clean energy, water recycling, waste management, food production and clean mobility. It supports Oman’s national net-zero carbon emissions plan, focusing on a smart and sustainable urban environment.
Learning Village Project
The Learning Village Project aims to improve literacy levels. The project comprises volunteer work, life skills, health, religious awareness and computer literacy programmes. Instructors have been trained in computer science, and computers are distributed to students to aid their skills development.
