Vision

The city aims to become a vibrant learning community with a focus on lifelong learning for all of its residents. Ternopil’s medium and long-term lifelong learning goals include modernizing educational spaces, fostering inclusive education and implementing international projects. As part of UNESCO GNLC, the city intends to mobilize resources effectively across sectors to promote inclusive education, improve the quality of education and foster a culture of lifelong learning.

Continuous work and study constitute learning that must be continued throughout life. I therefore appeal to everyone to continue their education and always strive to improve their knowledge and skills.

Sustainability and health
Ternopil aims to improve public health, focusing on the prevention and treatment of chronic diseases. It is also modernizing its community protection system and equipping health care facilities. Programmes like Healthy Schools and Learning in Motion further integrate health and sustainability into the city’s educational framework.

Ternopil prioritizes equity and inclusion in its urban strategy, introducing services like the Social Taxi for wheelchair users, and sign language interpretation in administrative centres. The city has also added features such as acoustic traffic lights, tactile tiles, inclusive playgrounds and ramps in buildings to enhance accessibility for all residents.
Decent work and entrepreneurship
Ternopil prioritizes the growth of small and medium-sized enterprises, implementing a specific 2023–2024 initiative. This programme enhances the business environment, infrastructure and entrepreneurial culture. Integrated training strategies, online education webinars and gender equality efforts further support employment. Additionally, projects backed by the EU promote innovative business competences.
