NYC Emergency Management is a coordinating agency for the City of New York. The agency plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information. To accomplish this mission, the agency maintains a disciplined unit of emergency management personnel, including responders, planners, watch commanders, and administrative and support staff, to identify and respond to various hazards.

Last week I had the pleasure of attending the New York State Floodplain and Stormwater Managers Association's annual conference. I learned so much from my fellow presenters, who covered topics including floodplain restoration programs, road raising, stormwater legislation, and wetlands mitigation. I presented on flood risk in New York City, focusing on how New York City Emergency Management Department communicates flood risk in our 2024 Hazard Mitigation Plan. I'm very proud of all the work that has gone into this plan. We rely on experts like those I met last week to keep it as accurate and informative as possible so we can understand how to best mitigate risk from hazards like flooding. Thank you to my colleagues at NYCEM for your support, and a big thank you to NEW YORK STATE FLOODPLAIN & STORMWATER MANAGERS ASSOCIATION for having me!

This week makes one year since New York City Emergency Management Department began asyulm seeker respite (and other related) operations. Like all big activations I have experienced, this one has been simultaneously challenging and rewarding, and we have learned so much. Coincidentally the FEMA Vanguard program was in town this week, and we accompanied them on a trip to Ellis Island to revisit that august site’s history and accomplishments. We also took a minute to thank all our staff and partners who have been on this journey with us. We all have strong feelings and passionate opinions on our nation’s immigration policies. As emergency managers, our job is to accept the mission, figure it out to the best of our ability, coordinate multiple lines of effort, and keep an eye on the many cascading impacts. I don’t know what this operation will look like in May 2025, but I know our team will be coming up with novel solutions, continuing to figure out how we can improve, and maintaining our humanity, above all else.
