The Chartered Institute of Public Relations (CIPR) is calling on members – particularly those working as freelancers – to support the Association of Independent Professionals and the Self Employed (IPSE) campaign to #stopIR35.
The campaign follows the government announcement to press ahead with off-payroll working rules into the private sector following the conclusion of a review due to conclude in mid-February. It is the CIPR’s view that this review period fails to provide adequate time for individuals and businesses to prepare and last week criticised the decision as highlighting “the government’s complete disregard for the freelance sector.”
The #stopIR35 campaign calls on the government to carry out a full, independent review and for it to halt the changes to IR35 while it is carried out.
How you can support the campaign
- Complete IPSE’s survey on the changes if IR35 has, or will, impact your work.
- Write to your MP using IPSE’s letter template.
We would like to thank CIPR for supporting this campaign. The short review period has left us with little time to hold the government to account and so it is hugely important that organisations like ours can come together to speak as one on behalf of our respective members. Asking the government to keep their promise for a full review from the election campaign, and calling for a halt to the proposed changes whilst this is independently carried out, is the right way to do this. IPSE looks forward to working with CIPR further on this ahead of IR35 coming into force in April.

The #stopIR35 campaign is sensibly asking for the government to commit to promises they previously made. As we have continuously pointed out – these regulations do nothing but stifle enterprise and business. We are more than happy to support IPSE’s campaign and I would urge all CIPR members to write to their MP and those impacted by the changes to take the survey to effectively highlight our concerns.
