As part of the ongoing 2026 CJK and Southeast Asia Carbon Market Collaboration initiative, the Global Green Growth Institute (GGGI), in collaboration with UNESCAP, recently convened a targeted technical expert consultation workshop in Seoul to foster Asia regional carbon market alignment. Supported by the Children’s Investment Fund Foundation (CIFF), the closed expert session brought together key policymakers, industry stakeholders, and the initiative’s Expert Working Group (EWG) to review and refine technical policy pathways for compliance carbon markets. Operating under the overarching series theme, “Catalyzing Regional Climate Resilience and Innovative Financing Partnerships,” the workshop serves as a critical milestone for reviewing and refining the draft of Korea Carbon Market Policy Paper.
The Seoul consultation served as an intensive working platform centered on two core technical pillars: K-ETS Enhancement and Article 6 Operationalization. Participants conducted rigorous evaluations of Korea Emissions Trading System (K-ETS) mechanisms, analyzing price floor adjustments, market stability provisions, and sector-specific transition finance frameworks to ensure alignment with national climate commitments and industrial compliance.
Discussion also focused on the technical hurdles of implementing Article 6 of the Paris Agreement, addressing practical frameworks for robust corresponding adjustments, the prevention of double counting, and transparent governance for international carbon asset transfers. Drawing upon comparative insights across regional markets, experts also examined practical strategies for fostering cross-border interoperability and strengthening regional climate finance cooperation.
